1Who we are

West Limerick Independent Living CLG is a registered charity and company limited by guarantee based in Newcastle West, Co. Limerick. Established in 1997, WLIL supports people with disabilities to live independently, exercise choice and participate in their communities.

2Purpose and Independent Living approach

Our purpose is to provide practical, person-centred support that enables people to direct their own lives. Independent Living means having opportunities, supports and control to make decisions about everyday life, relationships, home, work, learning and community participation.

3Who we support

WLIL supports people with disabilities who have agreed service arrangements and allocated support hours. Services are based on assessed needs, preferences, circumstances, available resources and the terms of the service arrangement. WLIL supports people with physical, sensory and intellectual disabilities and autism across its service areas.

4Our services

WLIL provides Personal Assistant and Home Support services. Depending on the agreed plan, support may include personal care, mobility and transfers, meal preparation, household tasks linked to care and independence, appointments, education, employment, communication, community participation and other agreed daily-living support. WLIL also operates a limited accessible transport service. WLIL does not provide medical, nursing or clinical treatment.

5How a service starts

Access is primarily through HSE referral. WLIL undertakes assessment and works with the person to prepare a Service Agreement, Activity/Care Plan, risk assessments and emergency arrangements as required. The Service User Guide is provided and explained. HSE decisions on funding, waiting lists and allocation remain with the HSE.

6Your rights, choice and participation

People using WLIL services have the right to dignity and respect, to make choices, to participate in planning and review, to privacy and confidentiality, to access information held about them and to raise concerns or complaints without fear of negative consequences. A person may involve an advocate or other representative where appropriate.

7Our staff

WLIL staff are recruited in line with organisational procedures and complete the checks, induction, vetting and training required for their role. Staff must work professionally, respect the person's home and privacy, follow agreed plans and risk controls, maintain boundaries and report concerns correctly.

8Safety, risk and quality

Risk assessments, safe working practices, appropriate equipment and regular review support safe services for both service users and staff. Where a task, environment or piece of equipment is unsafe, WLIL may need to change or temporarily stop that part of the service until it can be carried out safely.

9Safeguarding

WLIL takes safeguarding seriously. Concerns about abuse, neglect, exploitation, harm or serious safety risks must be reported and acted on. The Relevant Person for child safeguarding is Margaret O'Connor. The Designated Liaison Person is Precious Madubeko and the Deputy Designated Liaison Person is Laura Mulqueen.

10Medication, money and specific supports

Medication, money handling, transport and other specific supports are provided only within agreed arrangements, current policies, staff competence and appropriate risk controls. Staff do not alter medication dosages or undertake tasks outside their competence.

11Reviews and changes to your service

Services are reviewed through routine contact, annual review and additional review when needs, risks, staffing, equipment, funding or circumstances change. Significant changes may require updated care planning, risk assessment or HSE approval.

12Complaints, feedback and advocacy

A person can raise a concern or complaint verbally or in writing with their Service Coordinator or WLIL management, or use the formal complaints process. Complaints are reviewed fairly. A person may seek independent advocacy support. Feedback can be sent to info@limerickcil.com or raised by phone.

13Your information and privacy

WLIL processes personal information for service delivery, safety, safeguarding, governance and legal purposes. Information is stored securely and access is limited to people who need it for their role. Service users can exercise data-protection rights as applicable and should read the Service User Privacy Notice.

14Ending or changing a service

WLIL may need to modify, restrict, suspend or cease a service where it cannot be delivered safely or within the agreed service model, including serious unresolved risks, needs outside staff competence, changes in funding or operational capacity. WLIL will explain decisions and, where possible, support a safe review or transition.

15Governance and management

WLIL is governed by a voluntary Board of Directors and managed day-to-day by the General Manager, supported by the Financial Manager/Company Secretary, Service Coordinators and administration. Governance arrangements include financial reporting, policy review, safeguarding, risk management and quality oversight.
